use codec with lowercase 

=> make "MP4V" "mp4v"

NOT: cv2.VideoWriter(video_file, cv2.VideoWriter_fourcc(*'MP4V'), fps, image_size)

RIGHT: cv2.VideoWriter(video_file, cv2.VideoWriter_fourcc(*'mp4v'), fps, image_size)
